Preheat the oven to 350 degrees Farenheit and line two baking sheets with parchment paper.
In a small mixing bowl, whisk together the baking powder, baking soda, salt and flour so they're evenly mixed.
Using an electric mixer, either handheld or standing, cream the butter and sugar together on medium speed for about three minutes. Add in the peanut butter and mix until combined. Once mixed, add in the egg and vanilla extract, mix again until combined.
Add the dry ingredients to the wet and combine until there are no more streaks of flour.
Fold in the oats, M&Ms and chocolate chips using a rubber spatula or wooden spoon.
Use a cookie scoop to create balls of dough about one inch big and place on the prepared baking sheet. Top the cookies with a few candy eyes or zombie hand and gently press them in.
Bake the cookies, one baking sheet at a time, for about 12 minutes, until the bottom of the edges begin to firm up and turn a golden color. Let the cookies sit on the baking sheet for another 10 minutes out of the oven to continue baking. Then move to a wire rack to cool.
- If using the zombie hands, note that they will be large relative to the size of the balls of cookie dough, but as the cookies bake the cookie will spread and fasten around the edge of the hands.
